Alan Everett, Director
Alan Everett, Director of the Arizona Department of Liquor Licenses and Control (DLLC), was appointed by Governor Brewer in June 2010. Alan is responsible for the licensing and policing of manufacturers, wholesalers and retailers of alcoholic beverages in the state of Arizona. The department must assure compliance with state liquor laws through enforcement, training and adjudication. The director is responsible for the administration of all the divisions of the department as well as the enforcement of A.R.S. Title 4, the state laws regulating the manufacture, sale and distribution of alcoholic beverages. Mr. Everett serves at the pleasure of the governor. ARS 4-111.
Mr. Everett brings more than 45 years of managerial and leadership experience to DLLC. As a member of the State Liquor Board from 2004-2010 Mr. Everett has valuable insight into administrative and enforcement matters that he will now utilize as DLLC’s Director.
Alan’s educational experience includes a Bachelor of Science degree from Arizona State University and an MBA from the University of Chicago. Since 1989, he has served as principal of Diamond E Consulting Ltd, where he specializes in strategic consulting. For 24 years, Mr. Everett held various high-level positions with the Amoco Oil Company.
Alan has a long history of community involvement, having previously served as mayor and city councilman of the City of Sedona and chair of the Verde Valley Habitat for Humanity. His experience also includes membership of several northern Arizona organizations which include the Sedona Medical Center Foundation, the Greater Sedona Community Foundation, the Sedona Fine Arts Festival, the Church of the Red Rocks Council, the Sedona Red Rock Rotary Club and the Verde Healthcare Initiative.
Alan currently serves as board chairman for the Verde Valley Medical Center Board of Directors and the Northern Arizona Healthcare Board of Directors
Joe Vernier, Deputy Director
Deputy Director, Joe Vernier, is responsible for the regulation and enforcement of A.R.S. Title 4, Arizona liquor law. To enhance liquor law compliance, eliminate the sale of liquor to people less than 21 years of age and to eliminate the sale of liquor to intoxicated people, Joe is responsible for liquor law and false ID training for local law enforcement agencies, licensees, and the public. Joe leads the department's sworn officers in the investiagation of liquor-related complaints, inspections, and events, in addition to conducting background checks for liquor license applicants.
Mr. Vernier launched his 30+ year law enforcement career at Colorado Springs Police Department in 1979. During the span of his career, Joe developed, supervised, and secured funding for task forces in Colorado and Arizona which include narcotics, emergency disaster, drunk driving, canine operation, internal affairs, investigations, and patrol. In early 2010 Joe retired after 11 years as Chief of Police for Sedona PD.
Joe has served on boards and councils for juvenile probation, criminal justice, IT, strategic planning, and was appointed to Arizona’s Sentencing Commission and Cold Crimes Task force.
Joe’s educational experience includes a Bachelor of Science, Management degree from Regis University in Colorado Springs, CO. and a Certificate of Public Administration from the University Of Colorado Graduate School Of Public Affairs. His profession training includes the FBI National Academy, University of Colorado at Denver Western Institute of Police Administration Senior Commander’s Course, and Northwestern University Police Supervision.
Pearlette J. Ramos, Assistant Director of Administration
Assistant Director of Administration, Pearlette Ramos currently serves as the Assistant Director of Administration for the Arizona Department of Liquor Licenses and Control (DLLC) where she provides leadership over procurement, finance, auditing and human resources. She also oversees the supportive services that are supplied to the state liquor board.
Ms. Ramos holds a Bachelor of Arts degree from Methodist College (Fayetteville, North Carolina) where she double majored in Psychology and Business Administration. In 1995, she obtained a Juris Doctor degree from Case Western Reserve University School of Law (Cleveland, Ohio).
Currently, Ms. Ramos is pursuing a Ph.D. in Psychology with a concentration in consciousness and spirituality.
Connie Wagner, Assistant Director of Licensing
Assistant Director of Licensing, Connie Wagner, directs the department's license application, issuance, renewal, and records division to ensure the licensing procedures have been followed as provided by statute. Connie also directs the agency's customer service representatives who assist applicants and licensees with questions and required documents.
Connie has invested more than thirty years of her career in private and public sector leadership positions. Prior to heading up DLLC's licensing division, Connie held leadership roles with the United States Jury Commission in Washington, DC and with ATT/NCR in Phoenix, AZ.
Connie is married with four grown children. With her husband, Connie has participated in numerous community improvement projects. Among her hobbies is her involvement with an antique car club.
Lee A. Hill, Director of Communications and Special Projects
Director of Communications and Special Projects, Lee Hill, is responsible for communications between the department, licensees and the public. Lee also is responsible for the agency's website, media request content, and research and reports that track Arizona's liquor industry for distribution to the Governor's Office, liquor industry groups, and the department.
Lee joined DLLC in June 2007 after a career in Arizona media which began in the early 1980s. Lee has produced programming for the Discovery Health Channel, the Travel Channel, KAET Channel 8, KTVK TV 3, and KNXV Channel 12. Projects in local and national media include scriptwriting, editing, and producing for television and radio in addition to writing and design for print and the web.
Lee moved to Arizona in 1975 and is active in promotions and media relations for charitable events and historic downtown neighborhoods. Special interests include domestic and international bicycle touring.
