State Liquor Board Members and Terms
Members of the Board are appointed by the Governor and confirmed by the Senate pursuant to A.R.S. § 38-211 and § 4-111. There are seven members appointed for three-year terms. Each term expires on the third Monday in January. Five of the members shall not be financially interested directly or indirectly in business licensed to deal with spirituous liquors, one of whom shall be a current elected municipal official. Two members shall currently be engaged in business in the spirituous liquor industry or have been engaged in the past in business in the spirituous liquor industry. At least one member shall currently be a retail licensee or employee of a retail licensee. One member shall be a member of a neighborhood association recognized by a county, city or town.
A person appointed to serve on the Board must be a resident of the state for not less than five years before the date of appointment. Not more than four members may be of the same political party. A person eligible for appointment must have a continuous recorded registration with the same political party or as an independent for at least two years immediately preceding appointment. Not more than three members may be appointed from the same county.
The members annually elect a chair and vice-chair in February. A majority of the Board constitutes a quorum. If there are unfilled positions on the Board, a majority of those persons appointed and serving on the Board constitutes a quorum. The Department employs an administrator to schedule Board hearings and provide administrative support and legal assistance to the Board.
